      The White House Office Of Faith Based Community initiatives is rather disappointed that states have not acted more aggressively to enact aid for faith based programs. President Bush has spent a great deal of time getting in touch with states personally to make them aware that they are eligible for grants for faith based programs on a state level and is encouraging them to spend the money and open their own faith based offices. Federal regulations now allow federal agencies to directly fund churches and other religious groups. Bush acted alone to rewrite these regulations after failing to persuade Congress to change the law.
